Risk Management and Insurance

Operational Risk Management is a process that allows everyone but especially commanders, team leaders, and planners to measure risks, determine how to reduce or manage those risks, and carry out the mission in the safest way possible.  Ground Team Leaders, Pilots, and anyone else involved in mission management is required by regulation to do ORM as part of the mission or activity planning and to use ORM processes until everyone is home safely.

Safety is a critical component in all CAP operations, and thus CAP requires Operational Risk Management (ORM) training for all members as well.

The Civil Air Patrol is covered (depending upon the type of mission) by either corporate insurance or by federal benefits. Civil Air Patrol Insurance/Benefits Program  However, coverage depends upon strictly following CAP regulations.  Proper wear of the uniform, proper flight release procedures, ground team composition, paperwork completion, and seemingly insignificant details can have significant legal and liability impact.

Learning and Understanding ORM, regulatory requirements, and safety requirements is part of becoming proficient in Emergency Services.  When you are being trained whether as aircrew, ground team, or some other qualification, it is important to manage all parts of the training.  Lives depend upon what we do in Emergency Services.  You are doing much more than checking off boxes when you complete items on your SQTR.
